pedestrians")

Which (since the introduction of the wording in September 2006) was never 
an active restraint nor was there any need for contemplating the exact 
meaning of words; the establish use of highway=footway has been for all 
footpaths - no matter signed or unsigned. "Mainly or exclusively for 
pedestrians", be it sidewalks to signed sidewalks to forest trails, they 
were drawn as footways and no proposal was ever made to change the meaning 
of a highway=footway.

Only the wiki pages in German have taken the view that paths should be 
used wherever possible - guidelines in other languages recommend path 
only when it's necessary (the snowmobile example) or more descriptive.

(This likely ought to be discussed on the wiki or on some list other than 
this newbies list).
