Create a way... by default it is a two way roadway, unless you specify
that it is a one-way road. Most streets across the world will be
bi-directional, hence the default value.

Create a user for yourself in the wiki (look for the sign up link in
the upper right), and then go to the page, and add yourself as a local
mapper. Okay, actually you'll need to start the page for your city, as
it is currently blank.

Click on the link that says edit this page, and start typing. You
might want to look at other Indian city pages to get an idea of what
others are doing, and make your page look similar. Editing the Wiki is
as easy as typing an email... There are some special markup
characters, but for the most part it's just typing.

As for the other questions, I'll let others with more information answer...
