[OSM-newbies] JOSM statup parameters in windows

Create a batch file -

 "C:\Program Files\Java\jre6\bin\java.exe" -Xmx256M -jar josm-latest.jar

   Substitute the actual path to your java.exe.  Then start by running the 
batch file.
