[OSM-newbies] Difficulty in "view"ing tiles

Interesting problem!  No idea why you're having this problem.  Tiles  
are just images, and you don't say that you're having trouble loading  
any other images.  If you use JOSM and go to the "Slippy Map"  
downloader (which is the default), it should show you your location  
against Mapnik tiles.  Sounds like maybe it won't, though.  Not being  
able to ping the *.tile.osm.org hosts is a little suspicious, but not  
completely so.  Some sites turn off ping, to avoid troubles with  
idiots who want to ping-flood other folks.  I can't ping it either,  
but I can view tiles.
