[OSM-newbies] Difficulty in "view"ing tiles

Local firewall settings?
Lastly I saw a blocked openrouteservice.org in an IE Installation.
Don't have an idea why. No virus danger there.
Politics?
Don't know.
I use Linux, no firewall, no user rights, everything works.
Start by using tcpdump to find whether something wants to get through. If not, it's someone else's fault.
Windows - no help available.
