Two questions from me:

1) Do you see tiles when you go to any other osm-related website? Try
the following:

http://www.opencyclemap.org (try the default and "Fresh" layers)
http://www.informationfreeway.org (try the default and "Mapnik" layers)
http://maps.cloudmade.com

Let us know the outcome of the five tests and it might help.

2) There's always the possibility, for the cycle map tiles
(andy.sandbox.cloudmade.com), that your IP has been banned. If you
want to send that to me I can confirm whether or not that is the case.
