[OSM-newbies] display street names in JOSM (and flash)

Have you tried adding the slippymap plugin? I just tried it and it
allows you to show tiles behind the edit layer and setting autozoom
and maxzoom level appropriately (I chose 16, though 15 might also
work) shows street names when sufficiently zoomed in.
