[OSM-newbies] display street names in JOSM (and flash)

I installed the slippymap plugin, but I'm not sure how to get the rest
of it working.

I can't figure out how to add or even work with layers.

The in-program help (F1) doesn't seem to work.  Clicking links does
nothing.  I also can't open it in a browser.  Is there a web version
of it?

I don't see any advice here, is this the right place to check?
