Well, you could always ask the people who mapped it directly.  If you 
log into the main OSM site, zoom right into the bit that you're 
interested in and select the "data" layer you can see details (and 
history) for each item mapped.  Clicking on a user name takes you to 
their user page, and you can then send a message to them from there.
