Not really.

This thread was not started about comments being optional or not, but about 
the user interface presented to enter them.

Ideally this would not be a text box with only the last comment shown by 
default, but something more complex. E.g. a combobox with a drop-down list 
with the last x comments and tab-completion, like the tag editing dialog.

If only I was versed in Java programming .....
