In Mapnik. If you look at the Osmarender rendering it does render
over the roads. This suggests the problem is with the Mapnik render
and not your tagging. Indeed, someone has logged this as an issue
already:

You may want to add your example to the notes on the trac ticket to
show that the problem is a common one that people would like
resolving.
