Well, as a newbie the way I would find out what relations the track
belongs to would be to load a section of the track into JOSM and see what
relations are displayed when I select the track.
The E-9 track that you referenced is part of three relations:
- a network named International E-road network
- a route named E 70
- a route named Oviedo - Santander
As far as finding all the members of each of those relations, I think you
would have to query the map database and I'm not that far along yet.
The last one is probably self explanatory, though,
