My initial take is you wish to be able to tag an area such as a
country with a value. Basically you can draw four or more points on
the map and give it an area tag together with other tags to give it a

although there are accepted tags
http://wiki.openstreetmap.org/wiki/Tags you could add others such as
qualitative_research_maturity and give it a value. Technically I
think you can make a copy of OSM then use a python script to replace
tag values so that the countries are coloured according to their
maturity level.
Then the render engine has to pick up the areas and colour block the
country. Reality take the raster render and use colour replacement in
a graphics editor such as GIMP or Paintshop pro to give the countries
the precise colour you desire.
