[OSM-newbies] JOSM - Download just changes data?

   What version JOSM are you running?   If it's JOSM-unstable / development, 
this is a known problem that is being corrected 
http://josm.openstreetmap.de/ticket/3905

  I would not expect that behavior on JOSM-tested.
