They are - see the closed way tagged landuse=residential, which is in the
relation as role=boundary.

This is something that would have to be done as a new feature in the
editors - warn the user that they've added a feature within a closed way
that is in a relation as role=boundary, which relation should ordinarily
include all things within its boundary (like site and campus), and ask if
they want to add the new feature to the relation.
