Please don't tag things so they look right in a given renderer - tag
them to match how they are. If mapnik, or osmarender, or any other
renderer, doesn't render them correctly, that's a bug in the renderer,
and should be fixed.

Bear in mind that OSM isn't just about the map you see at
www.openstreetmap.org - it's about the data that makes up that map.
The underlying data needs to be correct, because many other
applications will depend on it.

Those features are all within the residential area, so there's no need
to split the area up. The renderer should (and in the case of mapnik
and osmarender, do) draw the roads, buildings, etc on top of the
residential area without any layer tags being added.
