[OSM-newbies] tertiary dirt roads?

Really?  So you would tag the road (and I use that term extremely
loosely since a few hundred miles of it are on frozen river and, as
such, impassable by wheeled vehicle in summer) to Barrow from Fairbanks
as tertiary?  (TIGER incorrectly imported almost all of Alaska as
highway=residential when it's quite obvious that the exceeding majority
are highway=track *at best*).
