I think you mean, "triangulate" a point.  Other than that
clarification, I can't help.  I have very little experience with JOSM
but I don't believe such a function exists.  On the other hand, if
someone wants to write a simple JOSM plugin to do this task, I can
come up with some pseudocode to accomplish the necessary calculations.
