[OSM-newbies] Highway Types and Speed Limits

When I'm tagging say, a residential street, should I also be tagging the
30mph speed limit that the residential street implies (at least in the UK)
or should I only tag if the street has a non-standard speed limit such as 20
or 40mph?
I let my garmin take me home the fastest route the other day and it really
wasn't all that fast and I realised it was probably not aware to the speed
limits when going through towns and villages. However since my Garmin is a
walking orientated unit, it's also possible that the device it's self isn't
aware of speed limits even if OSM is.
