  That wouldn't work in the US, where US numbered highways range from 35 mph 
to 65 mph depending on physical construction, traffic density, etc.    Even 
'motorway' class Interstate roads vary from 55 mph to 75 mph depending on 
location, line of sight distance, and traffic.
