[OSM-newbies] National parks and water

I have twice come across the problem of being unable to correctly
indicate a national park or reserve that includes water. In one case
it was a marine reserve (no fishing etc) off Lord Howe Island -
essentially an area in the Pacific Ocean and the other it included
estuaries that are part of a national park.
In the first I made the boundary national_park but only part of the
boundary shows, the rest looks like ocean

In the second the rendering of the national park obscures the water of
the estuaries. The national park has the following parameters.
boundary national_park
layer -1
leisure nature_reserve

Any suggestions?
