[OSM-newbies] Using Relations in Potlatch

[Kevin & Ruth Sheather]

I have studied much of the material in the Wiki on relations and understand
their use but can't work out how I go about creating one. Can they be
created using Potlatch? Much of the documentation seems to be at the stage
of discussing them rather than about actually using them.
