[OSM-newbies] Using Relations in Potlatch

over to the right, there's an icon for adding the current way or node to 
a relation - it
looks like 2  half links in a chain. if you click on it, you'll get a 
dialog with three
choices - picking a currently loaded relation, creating a new one, or 
searching for
a relation (which could produce a Very Large List).

once a relation is created/selected, it will be added to a list of 
relations above the
list of tags for the node or way.
