[OSM-newbies] Rendering on the PC

A sensible suggestion so I've added a project "Off-line rendering".

Technically from an end user point of view this is doable today by
downloading an OSM file from time to time.  That would give 90% of the
traffic savings.  The mechanics of exactly how its done don't matter that
much to the end user and an OSM file that is three months old in actually
more up to date than a paper map.

It needs something such as Maperitive to do the rendering, and that needs a
bit more work on it to complete it.
