[OSM-newbies] Splitting streets into one ways--too much?

The general rule of thumb is that if the road is separated by a
physical barrier on the ground then it should be modelled as two
one-way ways. Sure, you should use your discretion but I certainly
don't think it;s overkill to do it this way.
