One thing to consider, generally as well as specifically this case, is
that a barrier is not necessarily a full obstruction.
A gate, for instance, can be opened & passed through. Same with this
fence - it could be climbed over. If so, the way is continuous.
Does this road have a name? Is it the same for both sides?
