For most practical purposes, breaking it into two dead-end sections
will lead to a better result: most renderings won't make it obvious
that you can't drive through it until you zoom in a long way.

OTOH, Dave is sort of right that it's theoretically "correct" to map a
single road as a single road. But is a road with a fence down the
middle really one road? When you think about it, the line that
represents the road goes down the middle, and doesn't stop at the very
end of the tarmac, so two disconnected highways seems pretty
legitimate to me.

Over time you'll take your own stance on these debates.
