  While not as interactive as you are requesting, all information is 
available today.

 1.)  Click on the (+) plus sign in the upper right, and turn on the "Data" 
layer.
  2.)  All features in the view can be listed in the browser.
  3.) Click on a single feature to view all data.

  But as you note, having a layer with popups for mouse rollovers would 
simplify access  to all that information.   I believe it is possible, but 
don't know if there is a general objection to adding a new layer type to the 
main page.
