This, as with much of the wiki, is badly worded.

People get very precise. eg using the word 'always', when writing about 
general descriptions.
They get fixated about their interpretation & forget there are 
alternatives. I know, I've done ti myself.

The writer was assuming that the linear barrier (fence) would have a 
node barrier (gate) in it at the point where is crosses another way.
As this post proves, it's not the case.

It should read something like:
"When a linear barrier intersects a way, tag this node with the 
appropriate node barrier tag if it differs from the linear tag."

Note I changed crossing to intersecting as two ways crossing each other 
don't have to have the same elevation. eg an electricity cable between 
pylons can cross over a highway.

The following points about 'entrance' don't even make grammatical sense 
to me.
