[OSM-newbies] bus routes and bus stops

ok, so far i understood bus route relations.
I still didn't understand how to mark the order the bus may consult the bus stops in.
The discussion page wasn't helpful anyway.
Is it common to include the order inside the relation object or spread over each bus stop node object?
How to handle the case where a stop is used in different routes?
As to my understanding, I would create a relation for each pair of bus stops, add a name tag and some order tags. I would add this relation to the route relation itself.
So each pair of bus stops will have a relation object which will have an ID=* tag and two tags: forward_next=ID and backward_next=ID, and which will be a member of a route relation.
Is this common practise?
Thus a bus stop node may be part of several bus_stop relations and each such relation can be member of exactly one route relation.
