[OSM-newbies] Proper village boundaries

Bath is mapped correctly. But supposing it shares boundaries with other
localities, it will have to be mapped as a relation at some point in the
future to avoid overlapping of ways.

The problem really is with the render. For some things it correctly shows a
label at the center of the polygon, but that's not a general rule. In
certain cases it doesn't because there are too many things inside the
polygon (but IMHO it should always show it at low zoom levels). If you
create the region and also put the POI, it will show both (if the polygon is
mostly empty at its center).

So you have two options:
- Map only the boundaries; and be patient or help fix the render
- Put the boundaries and the POIs and remove the last later when the render
is working correctly. But not all renders will ever work correctly and some
will get confused or return repeated results.

It really depends on the case. In the city I live there's a guy who uses an
iPhone and it needs the POIs, so he was adding them, although the boundaries
were already there. At first I was "correcting" him, but now I let him do
it.
