At the end, you should have both, an administrative boundary and one or more
nodes 'place' inside the boundary. Multiple nodes may happen when you have
towns, villages and/or suburbs within the same boundary. Both entities
should have a tag 'name' and the renderer should be clever enough to choose
one of them to render. The tag place_name is not well documented on the wiki
and was originally proposed for the residential landuse polygon.
