[OSM-newbies] Showing polygon from local file

I wish to show areas (closed polygon), say states of a country or
localities of a town with different fill colour (Thematic map) by
reading polygon data stored in a local (my web server) text file,
similar to custom POI in example:

 Is there any way, by which I can do this?
