[OSM-newbies] mass selection of features of a given type

If I export OSM data for an area, is there a tool that I can use to  
extract data about all of the instances of just one type of feature  
from it? What has happened is that our bicycle club has mapped all of  
the bicycle parking on our university campus. The campus planning  
department found out about it and wants to give the locations and  
capacities to one of their consultants to help with updating the  
campus plan. We would of course like to give it to them, since it will  
help get additional bike parking on campus.

The planning department and consultant do everything in AutoCAD and  
ArcGIS. All they really want from us is the locations, capacities, and  
types (which is recorded in note=*) for the bike parking. We had  
planned to simply use ArcGIS to read the exported XML file, but for  
some reason it won't, and we are told that the problem is a known bug  
in ArcGIS. A flat .csv or .txt file would probably be fine. There is a  
student in the club who could probably write something to do this, but  
I thought we should check first to see if someone has already written  
a feature extractor.

I should also mention that the campus planning department has  
expressed interest in using OSM to store some of their data on campus  
infrastructure, so we would like to provide them with the ability to  
do more such queries.
