Not quite, it's where the rule tells it to load the icon from. If you're
using the default rules then these only use Mapnik icons at the moment.
The JOSM icons are here
http://josm.openstreetmap.de/svn/trunk/images/presets/ but I couldn't see
a florist.
However there is a florist symbol here
http://svn.openstreetmap.org/applications/share/map-icons/ in the
classic.big and classic.small folders.
You can't use svg files in Maperitve yet, they need to be bitmaps.
Did I not do a demo of this for you?

I'm playing with Maperitive and trying to get a POI of florist to
show. Unfortuntely it isn't in the list of symbols at
http://svn.openstreetmap.org/applications/rendering/mapnik/symbols
which is where Maperitive picks up its symbols from. JOSM has a
nice flower icon that looks fine, where can I find a florist
symbol that Maperitive can use?
For example
