I have created by my own this kind of imagery outlines. "Just look at
the imagery" is non really as convenient, it will display only if the
view is close enough. But then you do not see the big zone covered by
the imagery. In addition, with ADSL 256k and limited amount of data
transfer per month it is much more convenient to just be able to see
the boundaries.

IMHO it does not more harm as the other data in OSM, but it has some
real benefit for some contributors.

It could be possible, but right in the database it is available for
everyone without any additional steps.
