I don't know how much of an infrastructure that you want to set up,
but you could set up a local service on your computer using:
TileCache: http://tilecache.org/
GeoWebCache: http://workshops.opengeo.org/stack-intro/geowebcache.html
MapProxy: http://mapproxy.org/
