I did try TileCache and GeoWebCache already; neither one speaks
straight-up WMS to the clients, only WMS-C. This is only a problem
because JOSM's wmsplugin doesn't do WMS-C, only WMS.
I'll take a look at MapProxy when I get home; though I'm still
interested in seeing if I can get TWMS to handle Geoserver's WMS layers,
as that seems like it's going to be the least fuss.
