[OSM-newbies] GPS rendering of unpaved vs paved ways

Hello
It is useful to know whether a road is paved (sealed) or not when
looking at the GPS. Currently it appears that even tertiary roads that
are unpaved (e.g. http://www.openstreetmap.org/browse/way/25733870)
are rendered in the same way as roads of the same category that are
paved.
I use the maps from http://garmin.openstreetmap.nl
Is this a tagging issue, a rendering issue, or something else? The
desirable outcome would be to be able to take a look at the map on the
GPS and know which roads are paved and which are not.
