It's a rendering issue.  When creating Garmin maps you can map an OSM 
tag to anything that you like.  The maps on 
http://garmin.openstreetmap.nl will have a set of tags mapped to certain 
features that make sense for a "general" group of people, but there are 
other downloadable OSM Garmin maps available (and it's easy to make 
you're own).  The software most often used to make Garmin maps from OSM 
data is called "mkgmap", and that follows instructions in so-called 
"style" files to produce the resulting map.  It'd probably be a one-line 
change in the style file that handles lines (i.e. roads, tracks and so 
on) to produce the result that you want.

The help site (http://help.openstreetmap.org/) has quite a lot of Garmin 
and mkgmap information and links; try searching that for "mkgmap" for 
links to how to make your own map.

Of course, someone may already be producing downloadable Garmin maps 
with exactly the rendering that you want - if you don't get a reply here 
and don't want to make your own maps maybe try asking on the help site 
or on the forum.
