You can just download OSM data into JOSM, then edit it however you like
to make your own map. Then save this as an osm file on your own computer
(without uploading to openstreetmap.org).
Then you can render maps from this file, ie using Mapnik or Maperitive etc.
You don't necessarily need to set up the Rails port with a full OSM
database and server.
Though you would need a database/server if you wanted to produce a
larger map, ie more than you can load into the editor at once. Or if you
wanted to allow multiple users to edit it etc.
