[OSM-newbies] Map Editing: using your own layers

I'd like to add my WMS layer, but I also need a sat layer to help verify
some of the corrections.  For whatever reason, JSOM seems to choose an image
type that doesn't support transparency, so my points don't mesh well (er --
at all) with the sat layer.  I've also noticed some wonky behavior when
zooming in/out.

I would export from PostGIS to OSM XML, but there appears to be no export
function for this -- only an import one.  Is this correct?

Unfortunately, I'm nowhere near MN, so I'll have to settle for MNDOT's sat
imagery.
