You can edit the WMS URL that JOSM generates for you.  After you've
selected your layers, just go to the bottom edit box, find where it says
"format=image/jpeg" and change it to "format=image/png&transparent=true".

JOSM keeps the reolution that it was using when you first loaded the
layer.  If you zoom in or out, you can right-click on the imagery layer in
the layers toolbox and select "Change resolution" from the context menu.
