[OSM-newbies] bicycle "sharrows"

I suggest invent something highway bicycle_sharrow based on highway
give_way for a give way sign.  For your own purposes recording use JOSM,
Maperitive will do the job but getting a custom set of rules drawn up is
not simple to do.  If you get desperate I could probably add something to
an existing rule set, email me directly if you require that assistance, its
been a month or two since I played with maperitive.
