If you take a look at this URL:
http://www.openstreetmap.org/#map=17/53.42176/-2.99341&layers=C
you will see a footpath crossing the canal by means of either of two
lockgates. I used to use these on a bike regularly. The lock gate bridge
in this case felt entirely safe and I saw many cyclists use the route.
The towpath should probably in fact have a bicycle=yes tag - if I recall
correctly there is signage for bikes here showing a route between Bootle
and Liverpool City Centre.
