As I understand it there is no connection between the local event in
NYC and OSMF.  Correct me if I'm missing something.

Why would OSMF offer a discounted membership to those attending a
non-OSMF event?  Would OSMF offer a similar discount to attendees of
any local event?  What if that event was only tangentially related to
mapping, or not related to mapping at all?

On the other hand, to encourage best practices, OSMF could offer
discounted membership to any mapper who performs high-value mapping,
by local survey.  If one recognizes the very best in mapping, the
membership would be free, as recognized by the recent acceptance of
the fee waiver membership resolution.
