Any change to the scale of fees will not take effect until approved by a 
General Meeting (AOA 24). We can completely waive the fee the fee "if 
paying the fee would constitute an unreasonable burden to the member, 
either because of financial hardship or because of the lack of a 
suitable money transfer facility".

As this doesn't apply, we can't offer a different fee for signups at 
SOTM US.
