Just for the sake of discussion, then: what about a "Robin Hood
exception"?... if someone not affiliated to OSMF other than being a
contributor to the OSM project and living in a country that doesn't
allow georeferenced data to be copyright protected takes all the data
licensed under CC-by-sa on OSM and then adds it all to the new OSM
database under the new license?
