The average application provider writes something and throws it into the 
App Store (or marketplace) and then he has no control over how many 
people download the app and how many people use it. If we were to say 
"no more than 10k tiles a day for any one application" or whatever, how 
would they ever be able to enforce it?

Yes, we should make sure that this makes the application provider look 
terrible, not us. As Richard has pointed out, these apps will only "go 
down" if they should never have been "up" in the first place.

Maybe some of us would volunteer to set up a world bank funded & 
operated tile server?
