It was the most useful resource at the time as the whole point was to 
get somebody to come and talk to us and tell use what client they were 
using as it was faking it's user agent which made us unable to identify it.

Which is more or less exactly what we are experimenting with at the 
moment - a squid cache that sits in front of the tile server and uses 
delay pools to limit available bandwidth for non-cached tiles. It's done 
more on a per-client basis than a per-user-agent basis though.

The "abuse tile" was the five minute "what can we do right now to 
restore service to the 99.999% of users that aren't causing a problem" 
solution, not the long term solution.
